The social fund is a discretionary payment from the department of work and pensions and is designed to help those on low incomes in times of hardship.

The maximum crisis loan that any one family unit can have at any one time is £1500.00 – this is the same if you are married with 4 children or are a singles person. If you make any further applications to the social fund when you are at you maximum limit, it is likely that your application for a crisis loan will be turned down on the basis that they can’t lend you any further funds.

However all is not lost, you can still be awarded some money from the social fund, if your case is deemed to be an emergency and that you have no other means of getting money and the person that decided on your crisis loan applications feels that they would have given you a crisis loan if you weren’t at your limit then they can refer your application for a community care grant . these are not limited by the £1500.00 maximum crisis loan debt rules and as they sound are given as non-repayable grants, this may be the solution if you are turned down for a crisis loan

The government has just started to help those on low income to be able to secure a new property, this is done by them allowing you to apply for help with rent in advance.

Rent in advance is what you have to pay to move into a property, and is distinct from a deposit. You can apply for help with rent in advance to cover your first 4 weeks rent at your new home and the payment will generally be made to you on the day of your application.

There are strict rules on what can and cant be considered as a crisis loan for rent in advance, and you will need to be aware of this before making your application. you cannot be awarded money for a deposit or any sort of administration fee charged by a letting agent, so you will need to be able to either pay this or have this deferred.

You may have to show a valid tenancy agreement from your new landlord, showing the date at which you propose to take up the property and the charges that may be involved. Bear in mind that the amount that you can apply for will be limited by the amount that you have left on your account.

Are you near the crisis loan limit?

For example, if you already owe £1200.00 to the social fund and you apply for £450 you are likely to be turned down as you cant be in debt of more than £1500.00 at any one time.

Finding the correct telephone number to call you local benefit delivery centre’s Social Fund Section so that you can apply for a Crisis Loan can be difficult. Recently the DWP have changed their website structure and it is almost impossible to find the correct 0845 number for your area.

There were two categories of Social Fund:

a ‘discretionary’ social fund intended to respond flexibly to meet exceptional and intermittent needs; and
a ‘regulated’ fund intended to cover maternity, funeral, winter fuel and heating expenses.
The social fund schemes were implemented in 1987 to 1988, as part of an overall review of benefits (the Fowler reviews) initiated by Norman Fowler, the Secretary of State for Health and Social Security (1981–1987) replacing the former system of Single Payments of Supplementary Benefit.

There were three payments:

‘Budgeting Loans’ to meet intermittent needs (more automatic and less discretionary since 1998);
‘Crisis loans’ for emergency situations; and
‘Community care grants’ to help vulnerable people live independently rather than enter care institutions (part of a wider strategy to promote care in the community and link ‘cash’ and ‘care’ provision).
The merits of each application were considered taking into account: the nature of the need; the existence of available resources; the possibility there is a more suitable provider; and the budgetary allocation.

An application will typically take around 30 minutes and at the end of the call the person that you have been speaking to ( The Decision Maker) will , as it sounds, be making the decision on paying you a crisis loan or not.

If it is decided that you are eligible for a crisis loan, in most cases you will be given a choice as to how you want to be paid. you can collect a GIRO or have a DIRECT PAYMENT into your bank account, either of these will be dealt with on the same day.
